[At the time of the 1860 Census Charles Phillips and his wife, Roseann, lived in Kinston, Lenoir County where Charles was employed as a coach maker. He served as a sergeant in Co. B, 8th Battalion NC Cav. (Partisan Rangers).]

Gov Vance
Sir I beg your
pardon for trobblein you but
my nessesity is so grait I cant
forbar my graitest desire is to go
to Newbern to look for my husba
nd he belonged to the 8 batalion
and was taken prisnor after a
little fite of two hours on the 17
day of April last I have not herd
any thing reliable from him since
a few days after he was taken
I have tried the Auothoritys at
kinston and can not get a pass to
go, and I dont know who better
to apply to than the gov of my
State and I hope you will condesend
to give me your attetion a few minits
pleas do something for me if you can
for I have sufferd and must suffer
a grate deal more for my means is
almost intirely con summed allreddy
and the goverment never has

given me a scent of money or
a mouthful to eat I have had to
sell every thing I had to get me som-
thing to eat the yankeys destroyd
almost every thing we had when
they were up here
Gov I love my State dearer than
any Spot on earth and I am
willing to suffer if my State can
be pofittid by it but i can do
no good if I stay and no harm if
i go, I have two childen and
I am very unhelth and I serttin =
ly can not get along this winter
without help pleas do somthing for
me if you can, and if you require
it I can be recamended by the best
men in kinston, pleas condesend
to answer my letter
